Welcome to the Legal Framework
for the
Child-Centered Special Education Process.
      
This framework is a template in electronic format that summarizes state and federal requirements for special education by topic. The development, production and ongoing on-line maintenance of the framework is coordinated through statewide stakeholder input. This TEA project is under the leadership of Region 18 Education Service Center with the support and staff participation from each of the other regional ESC's. 
You may contact your local service center with Framework questions.
We hope you find the framework to be an effective tool in managing and maintaining compliant records for student identification, eligibility, placement, participation, progress, achievement, accountability, and graduation.

You will notice statements in Black type and in Blue type.
The BLACK items indicate requirements to be documented in the special education process.  They can be addressed on forms or by a representative statement in a written dialogue. The BLUE items are requirements, which must be reflected in practice.
